We're promoting them because they share our goal of increasing diversity in SF. Some of our contributors have gone to their workshop. Clarion West wants to help promote diversity in SF by, in their words, providing material and moral support to writers from diverse backgrounds while they're still early in their careers.

Anyone can apply from all over the world, you don't have to be a US citizen, but you have to be able to get to the workshop in Seattle, USA.
They also make sure to note, in correspondence with me:
"One last note -- there have been access issues that have made attending Clarion West difficult for some disabled students in the past. We're pleased to note that we've received a grant to help with ameliorating the situation. Access still won't be perfect, but we're aware of the issue and working on it."
